Column 2 Statutory Tariff Rates

Authoritative Definition

Column 2 rates are statutory non-MFN tariff rates applied by the United States to imports originating in countries not enjoying normal trade relations (e.g. Cuba, North Korea, Russia, and Belarus).

Why It Matters in International Trade

Dramatically higher than Column 1 MFN rates, often reaching 45% to 90% ad valorem.
